Many Too Many: Ideas, Plans, Proposed Rules and Hydrogen Plants

  • The API says all the right things in its new Climate Action Framework, but how its members interpret messages and how quickly they are willing to move is open to the inevitable debate. They are more practical on transition needs than most.  
  • No transition moves will work if funding dries up and this looks like a bigger risk than regulatory changes today – Banks appear to be using too large a brush and may be painting needed transition and infrastructure projects into a corner
  • Our initial read of the Biden Infrastructure plan is that it is too complex and has too many moving parts to successfully navigate Congress, with dissenter’s on both sides – the result could be delays and more “policy” directed by ESG investors.
